balanced
agreement
which
protects
interests of
India".

Notably, on
July 9, 2008

came to the
defence of
UPA led GoI
to blunt
strident
demand of
Left for
releasing
nuclear
safeguards
text being
negotiated
with IAEA,
saying the
draft cannot
be made
public until
it is
finalised.

Kakodkar
asserted -
after the
deal is
through, the
share of
nuclear
energy would
go up to
12-14
percent by
2020 and up
to 50
percent by
2050
·
He further
emphasized
that the
non-hindrance
clause in
the
agreement
recognizes
the
existence of
India's
atomic
energy and
weapons
programme,
which the
country can
continue to
carry out
autonomously.

Kakodkar,
pointed out
that the
agreement
also follows
“the
standard
template of
IAEA
agreements,”
that have
been signed
in the case
of other
Indian
civilian
nuclear
reactors
like the
Tarapur
Atomic Power
Station-I &
II and the
Rajasthan
Atomic Power
Station-I &
II.

Under the
agreement,
India
would
voluntarily
declare
its
civilian
nuclear
facilities.
Also,
issues
related to
availability
of fuel
supplies
and the
stockpile
of nuclear
fuel have
been taken
into
account in
the
agreement
itself.

On July 10,
2008
criticising
draft text
of the
India-specific
safeguard
agreement,
two top
scientists
warned that
it is
“prejudicial”
to the
national
interest and
that it was
in no way
different
from the
safeguard
agreement of
non-weapon
states.

Former
Atomic
Energy
Commission
chairman P.K.
Iyengar
and former
Atomic
Energy
Regulatory
Board
chairman A.
Gopalakrishnan
said the
draft text
was
identical to
the IAEA
Circular 66
on
safeguards
to
non-weapon
states and
that it
provided no
assurance on
fuel supply.

A third
scientist,
former BARC
director A.N.
Prasad,
however,
said the
text is
generally
all right
but there is
nothing
India-specific.
